Cursed spirits can see humans, yes, but regular humans can't see them. They might exist in your world as well, but you're just not aware of them. [ :) ] Their existence is kept secret from the general public to prevent panic.

But yes, the ability is something you're born with. Sometimes it's passed down through bloodline, but sometimes it occurs at random.
